EU Regulation 2023/564

The EU Implementing Regulation 2023/564 requires agricultural businesses to keep electronic records of plant protection measures. From January 2027 onwards, all applications must be recorded digitally and in machine-readable form. Vinitor helps you meet these requirements fully and automatically.

Recorded data points

Vinitor automatically captures all data required by the regulation via the spray plan function:

Tip

Use the spray plan function to automatically capture all required data. This ensures that your documentation is complete and correct during inspections.

Export

The export is produced per spray plan. In the plant protection area, open the spray plan you want and click Export in the top right. The following options are available:

Applied or only planned?

A spray plan usually contains both: measures that have already been applied and documented, and measures that are only planned. For the record-keeping obligation under CIR (EU) 2023/564, only what was actually applied counts. The export therefore separates the two cleanly:

Section	Content
Upper part of the table	All sprayings with a progress above 0 % — the documented applications. The quantity actually applied is reported, along with the recorded application date.
Planned / not documented	All sprayings with a progress of 0 %, i.e. measures not yet carried out or not yet documented. Set apart by a blank line, a heading of its own and a footnote.

In the Planned / not documented section, the Date column carries the note Planned / not documented — deliberately no date appears there that would suggest an application. The rows still carry a Total amount, but that is the planned target value from the spray plan and not a quantity applied. This is exactly what the footnote under the heading points out:

The amounts in this section are planned target values, not documented actual applications.

Important for inspections

The Planned / not documented section is not proof of application. It is deliberately part of the export so that you can see your full spray plan — but for presentation at an inspection, only the section with the applied measures counts.

If a measure that has already been applied appears in the planned section, its progress was never recorded in Vinitor. Catch up on the documentation via Track progress, and the measure will move into the section of applied measures with the next export.

Partially applied measures

If a measure was applied to only part of the area (progress between 1 % and 99 %), it stays in the section of applied measures. What is then reported is the part-quantity actually applied, together with an explicit percentage, so that the value remains traceable.

Notice about skipped rows

To calculate the application rate, Vinitor needs the area of the vineyard. If that is missing or is 0 ha, the row cannot be calculated and is skipped. The export tells you so — in the PDF above the table, in the CSV file in the header area:

Some rows were skipped because the vineyard has no area recorded or the area is 0 ha.

Tip

If you see this notice, add the missing area in the field record book and create the export again. Only then is your documentation complete.
